What it is for
A single belt at waist height is a suggestion. Anyone in a hurry steps over it, kids walk straight under it and a person navigating with a cane sweeps beneath it and finds nothing at all. The second belt sits low enough to be picked up by a cane and close enough to the first that the gap stops being an invitation. That is why twin belt posts are standard in airports and public buildings where accessibility requirements are written into the spec. The lower cassette is replaceable in the field on this model so a damaged belt does not mean replacing the whole post.
